Noitce to state govt


A high court division bench headed by acting chief justice Vikramjit Sen on Thursday ordered notice to the government on a PIL filed by South India Cell for Human Rights Education and Monitoring (SICHREM) claiming inadequate infrastructural facilities for the State Human Rights Commission (SHRC).
"What all have been given? We want to know whether they are adequate or inadequate," the bench observed before adjourning the hearing.
"The Karnataka State Human Rights Commission lacks the infrastructure to function effectively. Only 4,500 sqft of space has been provided as against its demand for 20,000 sqft. The staff sanctioned is abysmal. As against the demand for 491 employees, the government okayed 105. The sanctioned posts are also not filled by the commission for want of space; only 77 employees (52 on contract basis and 25 on deputation) are working at present," Siji Malayil, counsel for the petitioner told the court.
Though Rs 7 crore was allocated for the commission in the previous budget, only Rs 2.25 crore has been sanctioned, the petitioner said.

Justice V Jagannathan of the high court has adjourned the hearing of a petition filed by former chief minister H D Kumaraswamy and wife Anita on a complaint filed by advocate Vinod Kumar against them before the special Lokayukta court.
Vinod Kumar alleged that Kumaraswamy had favoured Janthakal Mining Company when he was chief minister and his wife received a site in Visvabharati Layout in lieu of his government's decision which allowed bulk allotment of sites in the said layout.
The court will jointly hear another petition filed by Vinod Kumar challenging the special court's decision to dismiss his complaint seeking a probe into the assets of former Prime Minister H D Deve Gowda and his family.
