Adhere to AICTE norms: Pune univ

The University of Pune (UoP) has asked all its affiliated technical colleges to ensure that they strictly adhere to the All India Council for Technical Education's (AICTE) revised norms for selection and appointment of teachers. 

The norms, which were announced in December 2010, are titled "AICTE pay scales, service conditions and qualifications for teachers and other academic staff in technical institutions (degree) regulations, 2010". The UoP's academic council approved these regulations as late as on April 5 this year. 

It may be noted that teaching appointments do not get an official status unless they are approved by the affiliating university. In the instant case, the UoP has taken a stance that all new appointments have to be as per the AICTE 2010 regulations. 

While a year-and-a-half has passed since the AICTE announced the new norms, the UoP was unable to implement the same for want of the council's notification and the state government's notification adopting the new regulations. Several technical institutions released advertisements in the period between December 2010 and June 2011, inviting applications for teaching posts. 

The varsity's board of college and university development (BCUD) has now sent a letter to all the affiliated engineering, pharmacy and management colleges asking them to follow the new norms. There are close to 80 engineering colleges, over 100 management institutions and 50-odd pharmacy colleges under the UoP jurisdiction, which covers Pune, Nashik and Ahmednagar districts. 

Among other things, the new regulations have specified only three teaching posts i.e. professor; associate professor and assistant professor. All appointments have to be made using these cadre names only. Salaries and allied benefits have also been prescribed for these three posts. Similarly, promotion norms have been specified. 
For instance, a Ph.D qualification has been made mandatory for the promotion to the post of professor. The professors post has to be created at each undergraduate (UG) as well as post-graduate technical institution. The professor, associate professor and assistant professor ratio has been fixed at 1:2:6 at UG college. 

Speaking to TOI, the varsity's BCUD chief and officiating vice chancellor Wasudev Gade said, "We had to issue the letter now as the AICTE and the state government's notifications reached us very late." 

The government of India published these regulations in its official gazette on February 6, 2010, while the Maharashtra government issued a resolution (GR) on June 20, 2010 adopting the new AICTE regulations. However, the same reached the university quite late. It was only in April this year that the UoP academic council was able to approve the new regulations and set on roll the process for formulating statutes that explain implementation of these regulations. 

Asked what will happen to the advertisements released in the intervening period , Gade said that the university will scrutinise and approve these advertisements on a case by case basis.
