No leave without pay for contractual Punjab govt school teachers

After many warnings and even threat to sack them failed in reining the foreign-crazy regular teachers in the government schools of Punjab, the education department has now decided not to take the same risk with teachers being hired on contract basis and disallowed Ex-India Leave for the new recruits. 

Over 200 regular teachers of government schools have settled down in foreign countries after taking Ex-India Leave under which they don`t get paid. 

These regular teachers, despite repeated warnings never bothered to join duty making ex-India leave acting a shield against sacking. 

In a letter written to all district education officers on May 24, the director general, school education (DGSE) Punjab has said no teacher under information communications technology (ICT) project of the  would be allowed `no-pay` Ex-India Leave, under any circumstances. 

The maximum, 15 days `no-pay` leave in a year can be allowed only in the case of marriage or the accident of the applicant, the contractual teacher, the  has written. 

On the other hand, all regular teachers in government schools are entitled for `no-pay` Ex-India Leave for six months. Most of the regular teachers who left for foreign countries on the basis of these leaves neither returned nor have attended their schools for the last six-seven years. 

They kept extending their school leaves on one pretext or other, citing poor health reason as a hurdle in their air-travel. 

Some of these teachers join the school duties for a day or two before the start of summer and winter break and once the school holidays start, they again leave the country not to return for the next six months. They don`t want to resign from their posts only to pocket hefty post-retirement benefits, including pension, said an education official. 

Other problem with teachers on Ex-India Leave is that while they are on long leave, the education department cannot fill their vacant space with new vacancy and the ultimate losers are the students. 

Most of these truant regular teachers were recruited by the education department before 2004. After that, the appointment of all teachers in Punjab government schools was done on contract basis.
