President Pratibha Patil and Prime Minister Manmohan Singh will urge the governors to strengthen anti-ragging measures in their respective states during deliberations.
The issue has been listed along with other key agenda items of the governors’ conference as the ragging in the universities and colleges continues to be a menace in higher educational institutions across the country, a senior official of the human resource development ministry told Deccan Herald.
According to government records, as many as 161 cases of ragging were reported from different higher educational institutions across the country till August this year.
Mayawati-ruled Uttar Pradesh topped the list as a total of 27 cases of ragging reported from various universities and colleges across the state till August, 2011.
Uttar Pradesh was followed by West Bengal with 23 cases of ragging reported from the state, 15 from Maharashtra, 14 from Orissa, 13 Kerala and eight from Karnataka till August this year.
“Ragging continues to be a big problem in higher educational institutions despite all efforts to curb it. Sometimes it leads to unfortunate incidents like suicides. The issue has been kept as one of the key agendas of the conference as governors can play a key role in curbing the menace,” a Human Resource Development ministry official said.
Top higher education regulators like the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) have sent several advisories to universities and colleges across the states, urging the authorities to leave no stone unturned in strengthening anti-ragging measures in their respective insitutions.
In a circular to all universities and colleges, the UGC even threatened to take punitive action if any regulation framed to check ragging was violated by the institutions.
